Off the coast of Tokyo, engineers from all over the world gather to prepare for the commissioning of the "Pacific Buoy", which will be used to network the surveillance cameras of all police authorities worldwide and test facial recognition software. Meanwhile, Sonoko invites her friends on a whale-watching trip - including Conan and the Detective Boys. When Conan learns that Gin from the Black Organization has murdered a Europol employee, he sneaks onto a police ship out of concern and infiltrates the facility.
